Background Eraser Tool stopps working

Attempting to make the background transparent in part of an image, I select the Background Eraser tool, click or drag the brush once and it works OK. The second time I try to use the tool, it fails. On one occasion, I unchecked "Auto tolerance," and the tool worked again for another click, but which seemed semi-opaque, even though opacity is step to 100. Can someone point out to me what I am overlooking?

You could try resetting the tool. Click on presets and then click on the curved arrow shown below.
