For Corel Video Studio Ultimate 2020. Whether I am using a video or photo, when I go into the options and select the "Effect Tab" there is nothing to select, no options. This is the only tab I am missing data. I have attached a screenshot. I have tried to "repair" the program-nothing. I cleaned up my temp files-zip; did an untinstall/reboot/reinstall/reboot-nada. I'm not sure what else to try and am open to suggestions.

Welcome to the forum.
Have you actually chosen and applied a filter in FX before you go to the Options panel? The Options panel is there to allow you to Customize the filter, but you need to have applied one, and you don't appear to have done that.
Where you clicked to open the Options, that little three part tab icon, click on the first part. That will take you back to be able to see FX in the list of other possibilities to the immediate right of the preview screen. Then choose one of the filters and drag it onto the video in the timeline. Then go to the Options panel.
You can also choose the middle tab of that three-tab icon -- see where my red arrow is pointing in the attached image -- which will show you both the options panel and where you choose FX in the left-hand panel.

OMG! That solves it!!! I was following along with a video tutorial and there wasn't a mention of applying FX beforehand. Thanks!!!
