PSP 2021 Ultimate soooooo slow+ 2020 will not load

PSP 2021 Ultimate soooooo slow+ 2020 will not load
New version of paintshop pro 2021 is so slow, I mean just to change tools takes over 2 minutes, if not longer. I tried to go back and use 2020 but it freezes at the upgrade page and will not let me go any further!

In my experience so far, PSP 2021 is not slower than PSP 2020. The delay when changing tools should depend on the tool you are changing to. For example, the very 1st time you select the Paint Brush tool, it caches all the brushes from your hard-disk. This will indeed take a while, depending on your hardware and on the number of brushes you have in your hard-disk.
However, once all brushes have been cached, activating the Paint Brush tool (or any other tool that uses them, like the Eraser tool for example) should be done almost instantly. Same thing for the Picture Tube tool, Preset Shapes tool, etc. Btw, the cached assets and presets stay in your hard-disk, unless you manually delete the cache, or indirectly via any disk-cleanup utility. If you leave the cache file alone, then the next time you run PSP, it won't have to cache again (it may do a little check though, for new assets and such).
On the other hand, tools like the Dropper tool for example, or the Red Eye tool, which do not look for stored assets or presets, should get activated pretty much instantly too.
AFAIK, the exact same thing is true for all versions of PSP!
Regarding going back to PSP 2020, after uninstalling PSP 2021 try to additionally apply a clean uninstall, by downloading the corresponding 2021 cleaner from this thread: https://forum.corel.com/viewtopic.php?f=56&t=52337
You may also want to do the same thing for PSP 2020, with its corresponding cleaner listed in the above topic.
Once you have completely uninstalled both PSP 2020 and PSP 2021, try to install PSP 2020 again.

Close PSP.
Launch PSP with Shift key down and maintain down until a message asks you if you want to reset. Say Yes/Ok.
If PSP is still sluggish, do what migf1 proposes (uninstall, etc.).

Please note that PSP2021 does not support 32-bit Windows operating system; only 64-bit Windows. There is a 32-bit version of the PSP software but it runs on 64-bit Windows.

I checked and no I am running 64 bit.
I did the holding the shift key thing and that seemed to work for now. But whenever I restart it goes faster.
But when it is slow it is soooo slow.
I didn't know that I can't use PSP 2020 there are plug-ins that work in 202 that don't work for 2021
While I was looking to see if I was running 32 or 64 I realized that I have PSP X8, X9, 2019, 2020, and 2021, is that a problem?

I see you found how to update your profile and it now reflects 64-bit operating system.
A number of members have noticed that plugins that worked on previous versions of PSP do not work in PSP2021. This has been reported to Corel and hopefully they will remedy this in an update but no promises from them at this point.
No problem with having multiple versions of PSP on your system. Many of us do.

It is being so slow again! I mean I can't even "paste as a new image" without it taking 3 minutes. The 1st suggestion just seems like so much work.

Can you please check the amount of memory you have .
Amount of RAM - Start > Settings > System > About and look at Installed RAM
Hard drive memory - Right click Start > File Explorer > This PC and check the Free Space.
When it slows down , do you have just the PSP window open or many windows active?
When it slows down If you disconnect does that make any difference.
Also check Updates Start > Settings > Update and Security and check if any updates are being loaded. I have experienced slowness in programs when updates have been downloading or installing.
Also when slow down starts Right click task bar or Start > Task Manager > Click More Details and up top Performance Tab - the active graph shows CPU usage - if that is above half way then something else is using up your CPU.
Down the bottom you can click the Open Resource Monitor and check if anything is stalled and in red.
What virus protection are you using and also firewall as these can also sometimes interfere.

I use both programs together. Right now I have both open and the CPU is only 15/25%? I also have word, pdf open, no mail though.

Joe, I think it is my Mozilla Thunderbird mail program because no problems with the CPU, 25% open mail goes up to 94%. I haven't tried to do anything with PSP since open mail so we will see. I might be cause I have 26,000 unopened emails, down from 53,000!So are you still having problems with the CPU down to 25%
And are you able to determine which of the programs initially had caused your CPU to show the 99%-100% that you mentioned earlier?

At least you were able to pinpoint which program drains your CPU. I still don't understand though why PSP 2020 (or any other program) does not get affected as you said.
