As part of an artistic project, I'm reducing photographs to 16 colors and applying the "tiles" filter. What I want is exactly 16 colors of tiles, but regardless of order of operation, this is not the effect I achieve, and this is entirely due to the fact that in the settings for "tiles/" border cannot be "zero" so the effect always places a lattice of black lines around the tiles. To manually make the fixes I need to make to get the effect I want literally takes me several days. Does anyone know of a plugin that will let me do what i'm trying to do, or a way to edit the tiles effect so as to allow a border of zero?
I'm using Windows 10 Home 64-bit and Paint Shop Pro X9. I'd upgrade happily if that could solve my problem.

Hello Groovylocks,
I am not sure I got what "What I want is exactly 16 colors of tiles" means (to me it sounds like you want just 16 tiles, colored differently, in which case I don't think Effects->Texture->Tiles is the right tool). Can you share a sample of what you are trying to achieve?

Not exactly what you want because there is still a white border around the tiles and cannot be set to zero.
Works on PSP 32bit and RGB-8bit (you need to switch to RGB-8bit after your 16 colors downsizing is done).

Groovylocks - do you have an example of what you're trying to achieve? Are you just going for a pixelated look? That border is the groute between the tiles. The tile look includes a beveled edge to simulate light shining in one directly. But pixelate has no border and no reflective surface and is a much simpler look.

Here is an example of what I'm doing. As you can see, if I drop to 16 colors then use tiles, I get an effect close to what I want, except that the number of colors has exploded. There are any number of colors of tiles. This is to be expected, but it would work out much better if the grout weren't there. Doing the operations in reverse order is worse.

Magic Wand. Select a tile. It will select all tiles of the same color. Selections / Modify / Expand / 1 or 2 pixels. This will override the black border and include it in the selection. Dropper Tool. Select the color of a tile in the selected area.
Paint Brush Tool. Paint inside the selected areas.
