PSP 2021 Installation Stalled at Privacy Popup

I have 3 PC's nearly identical. PSP 2021 installs just fine on 2 units but on the third the EULA and Privacy popups are mis-scaled. I get thru the EULA by tabbing but in Privacy only the "Cancel" button is visible. I rescale graphics so both buttons are visible (but smaller) but clicking either one is not recognized. Had the same problem with PSP 2020.

System: Win 10/64 bit, AMD Radeon HD 6970 graphics. 16 Gb RAM

Looks like no one has anything to try. I ran the cleanup tool and then downloaded the installation package as recommended by Corel but the problem remains. Is there a way to migrate copy PSP2021 from one of the working installations to the problematic unit?

Have you tried disconnecting from the internet and disabling your antivirus while installing? Then re-enable your A/V and internet connection.
