Help drawing transparent numbers on a black background

I am trying to draw a graphic that will be used to make decals for my model trains. This should be very simple, as all I need is four transparent digits on a black rectange (the corners of the rectangle are rounded). Please see attached photo - and disregard the yellow portion. I can't see to figure out how to do this. Any suggestions are greatly appreciated. I am using PSP2018 (Win10Pro 64), and I am NOT well versed in drawing with it. I usually just use it to manipulate photos. Thank you!

Use the rectangle tool and the text tool. The recent tool let's you create rounded rectangles. And you can make it black. There rectangles are vectors and can be manipulated endlessly.

Add text with the text tool and you can line them up manually with the pick tool or by using the objects menu.
