You can do it since a long time !

You have to create a recorded script where you open your plugin. A different script for each plugin.

Right-click on a toolbar, click Customize and go to Toolbars tab. Click New and add a toolbar. Put it where you want.
On the Scripts tab, you can bind your script with an icon and drag-and-drop from the Bound Scripts list to the toolbar.
Right click you button and click on Image.

Voilà !

For old image restoration I would like to see an AI colorization function that will take old photos, predict the colors based on shade, time period, etc... and make an educated guess to colorize and enhance old photos. There is a genealogy website that offers this and is the best example I have ever seen but I will not post the name due to forum rules. There is an opensource project on Google labs that has been developing this technology but as far as I know there is no patent and it is free for development. Search for ImageColorizerColab.ipynb - Colaboratory. This concept brings the past alive and would be an awesome addition to PSP as add-on, or inclusion.
