None of your tips work except from Home in selecting workspaces.
right-click on an empty area of the Complete workspace / Workspace / ...View / Customize / Commands / All commands / drag the Photography, Sea 2 Sky and Essentials commands inside the top Menu (see attached). They will give direct access to the different workspaces.
I added them to top menu as you showed, but they disappeared after switching back and forth to photography.
File / Workspace / ...
crashes program, can't restart without ending PSP in Task Manager.
Home button selection of workspaces is the only stable option. No problems like this in 2020 just bug in 2021.

When your customization is done, save your workspace with a new name, and set your Preferences/Tabs on Keep last view and exit PSP. But you are right about switching from Photography to Complete loses your customized workspace. It is a bug that should be addressed.

Since I installed PSP 2021 I see an additional program running under Corel Paintshop Pro: PSPStub.exe. There is no way to end it by END TASK in Task Manager.
Furthermore a fake window that cannot be closed appears in my task bar.

PSPStub.exe is a sort of addon to PSP 2021.
It is needed to link PSP 2021 with the new workspaces (Photography / Sea2Sky) which are coded in a different way.
You may see more than one instance of PSPStub.exe when you switch from different workspaces.
The "page failed to load" is a bug that needs to be fixed.

There is nothing you need to do. It's a bug and Corel is aware of it.

About this "Failed up-sampling" issue, could you try to check if there is any update driver of your display card ?
According to our experience, this kind of issues maybe caused by the driver (System component/ Display card).
In fact, recently few of our users had this issue but indeed resolved it after updating the display card driver from the display card official website.
Could you try checking that?
