Check the dates, they are in order.
That was on jul 19, on July 26 they made a new post about it happening again and disabling the anti-virus didn't work. Then they started a new post today explaining that they Installed PSP 2020 and that is working but their PSP2018 is not working.

Sorry , I failed to go through and check the dates .
She had it working on the 20 th up to the 27 th , so whatever she did around the 20th needs to be done again.
I would suggest as she has done, to uninstall PSP 2018 using windows uninstall, then use the PSP 2018 cleanup tool from one of the sticky threads above.

Then check for updates with her Windows 10 and any other updates that might be required and complete these.
Now close your Windows and then start it up again. Wait for it to settle doing any checks for other updates .
Now install your PSP 2018 (perhaps a new download of PSP 2018 if available - but the fact that it worked on the 20 th suggests that the current version she has is OK).
Hopefully this long process of doing what she did before will again get it running again.
