When viewing my files in my file explorer on my computer, the images that have a transparent background were white. I got a new computer and when I reinstalled PSP, my images show with a black background. Even images that I download that show a white background show a black background on my computer. Is there a setting that I'm missing in PSP?

You mean .pspimage files? Because there are more image types supporting transparency (like, png, tiff, even some variants of bmp) and I don't think PSP has anything to do with how they show in the Windows file explorer.
For .pspimage ones though, i think it is PSP that dictates/sets up how the thumbs will show in the file explorer.

have you looked at sage thumbs, an app
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

If it's PNGs it's a Windows problem. There are several topics about this sort of thing online. Hard to know for sure. One suggestion is that if you're running Windows 10 in dark mode the thumbnails will appear black, others recommend clearing your thumbnail cache and so on.
Sage Thumbs, as ehume suggests, is a Windows Explorer plugin that will take over the rendering of thumbnails for a large number of formats this will remove Windows as the culprit as SageThumbs takes over. You may still need to clear the thumbnail cache or at least do a refresh on the view in Windows Explorer if you go with that option.
