Load MPEG Vio Driver Error

I keep getting this error in Photo Explorer 8.0 - I have downloaded the patch on the website but still get the error - also how do I reinstall as my computer crashed and I just copied over the directory - that may be why the error?

There is a particular patch for your problem. Download and install:
ftp://ftp.ulead.com/pub/Updates/Share/PatchForMpeg.exe

If the patch doesn't solve the issue, copy all files from the folder
C:\Program Files\Common Files\Ulead Systems\Mpeg to C:\Windows\System32.
