Version: Paint Shop Pro X9.
What might cause this.
I created a document 5.5 inches wide. When I print it, it prints a bit wider by 1/16 - 1/18.
I am having similar discrepancies with height.

Others with more knowledge might have a better explanation, but I suspect that it could be either because the screen displays pixels (which vary in size depending on screen resolution) and can't display partial pixels which might be necessary to accurately display your actual image size, or because of the printer's interpretation, or some combination thereof.

How do you print the image? Direct from PSP or a separate app? Also, what is the pixel size and resolution you use to create a 5.5 inch photo?

Using Paint Shop Pro to print. Monitor is 92 ppi. Image sized at 300 ppi. Printing at... not sure. Canon IP8700 can print "up to" 9600 x 2400 but I was not at the highest quality setting.

That is 1650 pixels wide, so 1/18 - 1/16 is 16-18 pixels off. Your print quality is dpi they aren't exact equivalents to ppi. You can print 300 pixels (blocks of color) using 9000 dots of color. Just means your printer will use 30 dots of color to print 1 pixel.
Are you using print templates or just printing direct? Have you tried printing the image from another app like Windows Photos or another editor to see if it's the software or the printer that's the issue?

Verify also your settings. You need to have 100% scale:
On some printers, there is also an advanced settings tab where you may adjust the scale too.
