That's a possibility although the installation files for both 2020 and 2019 show the same .exe files, there are two for those programs.
2018 only has V9
are your computers both 64 bit, things may be different if 32 bit is used?
Anyway I do not have a problem with Chinese and I see a full list in both V9 and V13
its not the first time we experience differences using the same program
Del was using V9 with problems, Ken used V13 with problems.

Moreover, I only have VS 2020 on this computer. I had to do a complete reinstall from the ground up of Windows 10 a few months ago, and only reinstalled VS 2020. So what I saw under Adorage has all come from VS 2020 and none of it from VS 2019...

Ok, uninstalled Adorage from laptop, reinstalled from links provided, now have a full Vol 9 and what appears to be a full Vol 13 and like Ken, most of Vol 13 is in Chinese
BUT
On the Win 7 desktop (64 bit) there is no Chinese writing on any filters in Vol 13
