In PSP 3.11 (old memories) select and move (as duplicate) the selected zone.
Now in PaintShop Pro 2020... Ctrl+F to make the non-transparent part of the layer a floating selection (it will appear as a new layer with locked transparency).
How can I make that selection permanent? As in PSP 3.11 I'd like move selected area.

I guess you want to make the selection a separate layer, right? If so, there are a few ways:
1) Ctrl+Shift+P (same as Selections->Promote Selection to Layer) - it works for floating selections too (but you do not need to float it anyway)
2) After Ctrl+F, switch to the Pick tool, then click anywhere inside the selected area
3) After Ctrl+F, right-click on the floating selection in the Layers palette on the right, and from the menu that pops up select: Promote Selection to Layer

You say you have made a selection and promoted it to a floating selection - a new layer - and would like to move it. There are several ways to do that.
If you are still in selection tool, change the mode to 'Replace' and the cursor will change to 4 arrows within the selection. This allows you to move the selection.
If you change the tool to 'Pick', you can move the selection (a layer).
To make the moved selection (layer) permanent, you need to flatten the layers down. From the Layers menu, choose 'Merge' and choose the one you want.
