I just installed PSP2020 and it will not work at all offline. It says "You are offline. Some features may be unavailable" and it won't let me create a new image. I can open a local image, but not create anything. I can't view toolbars, so I can't edit the image.
I tried going back online and it still doesn't work.
UPDATE: Finally thought I had gotten it to work, but the functions are so messed up, it is unusable to me. I had PSP2018 and it was perfect. I wish I had never upgraded. Thank heaven I bought a boxed copy, because I will be taking it back and reinstalling 2018.

Did you try doing a reset to default by holding down the Shift key while double clicking on the desktop icon?
