Okay, maybe I've lost it entirely, but it seems to me that up until today when I used the File>Open command (from File menu or Open icon on toolbar) what appeared was a partial window with the main possibilities on the left panel and the locations on the right. This continues to be the outcome in other Windows programs (e.g., Word, IrfanView, Notepad, etc.) but not in Paintshop Pro x8 now! What is get is a full size window that is not resizable/adjustable. I've searched the PSP preferences in case I inadvertently changed something, but none of these are related to my issue.
Here's an example of the window I'm getting now when I select Open:
I've tried rebooting my computer as well as choosing a different Workspace from ones saved, but I'm unable to got back to what I think I should see, i.e. a partial Open command window. Is there a solution to this unimportant but annoying issue, or have I imagined that it was ever different?!
I hope this is clear, and thanks for any help you can offer.

Try double clicking the title bar , the one that has Open on it.
I think I can just see the little diagonal dot pattern at the very lower right , you might also just be able to grab that and drag upwards and left.
