Interpretation Exif orientation tag?

Occasionally I have a photo file which contain an Exif orientation tag with the value: Rotate 90 CW

When I view it with several image viewers (e.g. XnView) then the photo is NOT (automatically) rotated. So I have to view it from left side.

When I load it into PSP X2 then it is displayed "correctly".

So one of the tools must work incorrectly.

First of all I want to get the interpretation of the Exif orientation tag:

From my point of view the photo is PHYSICALLY saved with an angle of 90deg CCW and needs for correct viewing an on-the-fly rotation of 90deg CW?

Correct?

Why do all the image viewers not pay attention to this instruction?

Or is PSP wrong?

How do I tell PSP to set orientation tag to 0deg and rotate (and save) the photo physically accordingly?

If you open the image information (SHIFT/I) in PSP there are options to change things under EXIF. Also, on saving it is possible to discard the EXIF data (Save As / Options/ tick box at top).
