VSX10 may have been the last version which included the Blu-ray plugin, long time ago now, so not sure

X9 I believe was the first version to provide the Bluray plugin at an extra cost.

If my memory serves me there have been at least one other report of the Bluray plugin failing to install
If you can provide details of the files size then we should be able to id the version you have been provided with.

Can you tell us the size in Kb when viewing the file, for X10 my version is 4,627Kb and called “VideoStudioX10_Blu-ray.exe”

If the installation was through Video Studio program via Restore Purchases then I don’t think we can help and you should contact Corel Support.
You could try re-installing CVS X10, use the cleanup tool to uninstall, then try installing BD Plugin
