Boy do I still miss PhotoImpact! I sure wish PSP had the same point and click selection and application of filters and effects of PI's Easy Palette (and what a great name for it!).
But you know what? It's not just PI. So many other image editing apps today have the same quick view and apply functionality for filters and image editing.
Whether it's Instagram or Polarr or Snapchat. And that's just editing. Did I mention templates for IG, FB, SC, YT?
Using PSP feels more and more like doing things the old way and the hard way.
The gap is getting bigger by the day.
I expect PSP to be the leader and the trendsetter in image editing and yet it's so far behind that calling it a laggard implies that it's making progress and close to catching up - it's not!
And I expect it to offer the largest selection of powerful tools (when I want to take the long way), quick and easy editing tools (when I'm in a hurry), the best most innovative user friendly UI (because I like to associate myself with good design), and the largest selection of premade templates for highest productivity (because I'm lazy and in a hurry but still need to look good!).
Why do I have to kludge together an amalgam of other tools that look better, are easier to use, and seem to already know and anticipate what I want to do and do it fast with a point and a click? And most of them seemed to come out of nowhere and yet here they are now. Youzign, Snappa, Canva, Fotor, the list goes on and on.
And the shame of it is, PhotoImpact had all of this 20 YEARS AGO and it's still missing from PSP!!
If I can get everything done that I need to do with other apps why do I need PSP? I don't want to ask this question and I don't want to answer it, but Corel should be asking it and the correct answer is Oh pay no attention to those other apps we're better.
(And I tell you what - I better not ever find out that people at Corel were behind any of these other up to date apps and didn't put the same features into PSP!!!)

I have no idea about Photo Impact, and not a clue which version of PSP you are using, but it seems that you are looking for the Instant Effects palette.
Assuming you are in the complete workspace, under the Edit tab, try the menu View -> Palettes -> Instant Effects (or hit Shift + F2 on your keyboard).

Likewise if you use the 32 bit version you have a wealth of old antique filters that you can use . Many of these are available through Filters Unlimited.
