PSP2019 paint brush movement slow and 'staggers'
On all my previous versions of PSP I have never experienced this problem before. On selecting any of the brush shapes other than the basic circular and square ones, the effect they are supposed to be applying is responding really slowly or/and 'staggering' across the screen. the settings I am employing are as follows: Step = 1, The Hardness, Density Thickness and Opacity are all set at 100, Whilst the Rotation is 0 and Blend Mode Normal. This is even happening if I move the mouse really slowly. It's as if there is a half to 1-second delay between moving the brush and the cursor actually moving. If I reinstall any of the previous versions of PSP I have purchased, I do not have the same problem at all. I have also full versions of Corel Painter, Capture One and Infinity Photo and none of these, exhibit the same problem.

May be a Step size problem
1. Choose your brush tool and to the right of the Presets dropdown there is a button Reset to Default. Click that
2. Now choose the new brush style you want. Do not use Step= 1 - that slows down any large brushes on a large image severely.
Experiment and try out different Step settings and see where the slow down occurs and with what size image and Brush size.

As Paul already pointed out, large brushes lag when their step is set to a very low value, especially when set to 1. I'm not sure which PSP version this annoying behavior started from, but I do remember old versions didn't suffer from that.
This is actually 1 of my top complains when it comes to PSP. We should probably push Corel to fix it at some point, cause most if not all of the "competitors" (Ps, AF, even the free Gimp) have their brushes running silk smooth.
