How can I match the input bit rate ?

I have an h.264 mp4 file I downloaded. It is a presentation that was recorded online. I want to add some titles in VS 2019 pro.
After I do my edits, I can't find rendering setting close to the rate of the input video. The minimum1920x1080 h.264 mp4 I find has a bit rate of 4000 kbs.
This is far higher than the original. Is there any way to keep the original rates and do a smart render ?

In Share, click " Same as Project Settings" In the Edit Tab when you put the first clip in the timeline, A box will open asking if you want to change the project settings to match the video's properties so Video Studio can perform Smart Render, click Yes

And when you have finished editing and want to render, make sure, on the render page, to choose "Same As Project Settings" at the very top...
