Need help! Mouse scroll wheel not working with tools!

So after installing pro from 2019 to 2020 I can't get a certain functionality with my mouse fixed. Here's basically what's happening: I used to be able to say click on the "Size" field and a blinking cursor would appear in the box. While the blinking cursor was in the box I'd be able to type a number in, use the slide bar, OR (my preferred method), use my middle button (scroll button) and my mouse to rise and lower the numbers. This was an amazing tool for rotating things, sizing, etc. BUT now it's gone. When I use the scroll button it just zooms in and out of the picture. It should NOT zoom in and out while there's a blinking cursor inside the field box. Can ANYONE tell me what setting I need to change inside the software, etc to fix this, it's driving me insane! I have all my mouse drivers, etc working perfectly. It's a Logitech G700S so it's an expensive, high-end mouse. Thank you so much!

I'm using 2020 Ultimate & it works just as you say it should....

When my pointer is on the image, the scroll wheel will act as zoom in or out....when I moved my pointer to size, got the flashing cursor, the scroll wheel will increase or decrease the size, providing I leave the pointer on the size box... it returns to zoom as soon as I moved my pointer off the size box....

Is this what you mean?...

Actually I figured it out, I had to go into my windows 10 mouse settings and turn off the "Scroll inactive windows while hovering". Now it works!
