Why are you switching from Horizontal (3840x2160) orientation to vertical (1920x1080) orientation?

Can you make the original, raw video available to us so that we can try to duplicate what your are experiencing?

Basically I don't have a clue what you are trying to do and what you are doing. Your posts are all over the map with all sorts of side comments thrown in that have no real relevance. On top of that, you don't really supply any useful information but state that any information requested serves no purpose.
If your initial video was horizontal and you switched to vertical (at lower resolution) then you will get lower quality.
