Could you please update your signature with some more info so that we can at least tell what VS version you are using?
The VS project properties for output you show are "low" quality DVD format. I believe that there is a problem with one of the recent VS version using the proxy files when rendering instead of the original source files.

As I said in a post in another of your threads though on the same subject, I mentioned that some users had problems with VS 2019 and VS 2020 rendering the proxy files at the end instead of the original 4K files. tletter added that VS 2018 also does that for some users. I have no idea why. But apart from not using SmartProxy -- which presumably would make your project impossible to edit -- the other option which seemed to work was not to accept the format and properties suggested by VS for the proxy files, and to set your own format and properties. You could, for instance, use the "low quality" standard definition DVD mpeg-2 mentioned by canuck for the proxy files. Then hopefully, when you render the edits will be applied to the original 4k instead of the low quality proxies.

Your project properties should be set to use the same properties as your video files properties and that you say are:-
The video properties are, MPEG-4 Files
24 bits, 3840 x 2160, 25 fps
Frame-based
H.264 High Profile Video: 69999 Kbps
48000 Hz, 16 Bit, Stereo
MPEG AAC Audio: 256 Kbps
( Are they any good by the way? just curious )
The above are good, below are bad.
You say the project properties are using the settings below, as such your video at 3840px will be displayed as 720px
Effectively Its like viewing a high quality Jpeg image as a thumbnail.
not to mention the frame rate of 29.97 being NTSC standards when Pal at 25fps will be used
It is like having an egg carton that holds 24 eggs yet you have 36 eggs, 12 eggs have to be discarded,
Imagine how many PX you are discarding 3840 down to 720, and that will impact on quality to show as your images
The Project properties VS is coming up with are, WRONG
MPEG files
24 bits, 720 x 480, 29.97 fps
Upper Field First
(DVD-NTSC), 16:9
Video data rate: Variable (Max. 8000 kbps)
Audio data rate: 384 kbps
Dolby Digital Audio, 48 KHz, 2/0(L,R)

besides it using 29.97 fps will add duplicate frames 1 in 5 to increase the frame rate from 25fps, and that will cause a slight stutter in playback, more noticeable with faster motion and panning.

If your program is setting the wrong properties, not only wrong properties but NTSC when it should be Pal then there is something wrong with your program or setup.
Try this………..
1 / Start a new project, it is essential that a new project is started so Show Messages activates
2 / go to Settings – Preferences -General tab – Show Messages should be ticked
3 / right click the timeline for Insert Video, browse your HD for your 4K video file
4 / You should get a message “ do you want to change the project settings…..” Select Details
5 / viewing the two panels, the left hand panel shows the Project Properties as they exist as of now
The right- hand panel shows the actual video files properties, take a screen shot of that panel and attach to your post.
6 / Yes to change the properties
7 / now go to Settings – Project Settings – do not change anything, view the Properties window, a little greyed out, they should be the same as your video files properties. Cancel to close the panel
8 / I am also concerned that your settings used NTSC, just to make sure of your installation press F6
At the bottom of that panel are TV System details, that should have Pal selected, is that correct.
And please, please stop referring to Smart Proxy as those have nothing to do with your project properties using the lower quality settings of 720 X 480
If you do not increase your Project Properties either automatically or manually then you are gonna suffer with poor quality.
