Removing and substituting objects.
Is it possible with PSP to remove an object from a picture without having to carefully trace around it? I want to remove a flag from an illustration and replace it with a different flag.

It depends on the background. Your best bet is the Magic Fill I guess.
Trace your subject losely, say with the freehand selection tool, then use the Magic Fill button on the horizontal toolbar.

Different solutions are possible but vary upon the context.

Unfortunately not, it will require some post-work but I'll worry about that when I've managed to delete the current flag. I will search for a flag that almost conforms in shape.

Oh it's not gonna be easy to remove that flag, Dancing Cat. Unless you have a very similar flag to replace it with, there is stuff you need to recreate (stuff now covered by the flag). You can try with the clone tool, or similar ones like the scratch remover. Even if you select the flag manually, you still have to recreate areas it covers, if the replacement flag doesn't cover them too.
I think It is much easier to change the shape of the flag to something bigger, and probably less folded, so it can then host other flags easier.

Is this something like what you are after?
After finding a public domain flag
1. I used the Selection Tool > Auto select.
The flags stand out so much that most of your selection is done for you.
2. I used Selection Tool > Freehand Selection > Point to Point > Add setting to add areas left out and then changed to Remove to get rid of excess material.
3. Promoted the layer to Raster, invert selection and delete .
4. Selections > None leaves you with your new flag on a transparent layer.
For your image
5. Used the Selection Tool > Auto Select and same procedure (steps 1 and 2) to get your flag selected.
6. Saved Selection to Alpha Channel (just in case) and then saved as a pspimage. (always do regular saves in case of blackouts , stuffups etc).
So I had the US flag on a transparent layer and your image with your flag selected . Switch your tool to the Pan Tool .
7. I then copied the US flag Right click copy , made your image active and Right click > Paste > Into Selection
That placed the US flag mostly over the Union Jack.
8. Now I switched to Mesh Warp tool (hidden beneath the Warp Brush) and by moving nodes around managed to cover all of the Union Jack with the US Flag.
9. Saved image as a pspsimage (in case I needed to come back and use it again but with a different flag).
10. Merged all and that posted was the final.

I forgot to mention. I can reproduce the picture without the flag would that make it easier?

Yeah, in my opinion that would make things a lot easier, because then you can keep just the pole, and simply paste in another flag as a new layer. Using the Pick too, you can re-scale the new flag and move it in place.

I now have the picture without the flag. I have remodelled a drum-stick to form the pole. Now I cannot see how to post (attach) the new image...............OK found it.

Very nice! It should be easy now to add any flag as a new layer into the image, then re-scale and reposition it, to "attached" it to the pole. And as Andy pointed out, add a corresponding shadow for it.
