Just thought I'd post yet another annoying mention of the Overlay track issue. Its a true glitch/bug.
Sorry to be taking time - how to I up this to Corel Tech??
Issue as in other posts is: Overlay track basic motion does not work. It works a bit in Advanced motion. Motion of overlay is visible in scrubbing, not in preview. Does not appear in rendered video either. And at times it will freeze scrubbing until the program is restarted. The fact that 2020 crashes about every 10 minutes is troublesome as well. Corel gives me the insufficient memory error as well 19241:20:1.
Ran the 2019 clean up program four times.
My computer has the Nividia K2000 card (updated to latest firmware) Quadcore processor at 3.0 Ghz, 16 MB of RAM. 350GB SCSI drive.

Your other issues regarding freezing, crashes and memory are of concern
To report to Corel the easiest link is through the programs menu Help – Corel Support
Cleanup tool
Corel have not provided a tool for 2020, running 2019 cleanup tool will / should have no effect
Your problems could be associated with the types of files you are using, of course the program should be able to cope with every file type we throw at it, In an ideal world
If you create a new project using the Library Samples, try creating a slide show from the Jpeg images, add a few effects.
You can try the video samples but note most of these are 4K
Your projects, what type of video are you using? of late a lot of users appear to be editing I-Phone video that use a variable frame rate which the program finds difficult to cope with.
Some details of your project content may be useful to provide a useful reply.
