NTSC DVDs must contain at least one track of LPCM or AC-3 Dolby Digital audio. Yes, you can include MPEG2 audio in addition to this track, but you cannot have just one MPEG2 audio track.

DVD Audio Specification on MPEG.ORG.

Not so: the doc cited is badly worded:
# A 525/60 disc must contain either Dolby AC-3 or LPCM.
# A 625/50 disc must contain either MPEG-2 audio or LPCM. Due to bandwidth efficiency, most titles will use the more compact Dolby AC-3 or MPEG-2 audio.
This should read:
# A 525/60 player must handle discs with either Dolby AC-3 or LPCM.
# A 625/50 player must handle discs with either MPEG-2 audio or LPCM.
Due to bandwidth efficiency, most titles will use the more compact Dolby AC-3 or MPEG-2 audio.

I've burnt hundreds of PAL DVDs without a sniff of either MPEG or LPCM, just AC-3 and all modern players handle it natively.

The doc cited is badly translated (the English generally is poor).

I'm not saying that most modern players won't handle these audio formats. All I'm suggesting is that Ulead stick to the standard in the templates they supply with the product -- if someone wants to change the settings from the default, they certainly can.

Incidentally, I'll be in Larnaca in November to do some filming. I might have to ask you some questions on possibly renting some equipment down there.

There are two NTSC DVD Templates (is one missing from the Public Beta Release) :?:

One template uses mpeg audio, the other template uses DD 5.1 audio (and is labeled as such).

Going OT, the only companies on the island doing video services of any kind, that I could find are:
AN.TH. VIDEO LAB ENTERPRISES LTD 7 Agrafon, 6036 Larnaka 24656490
HADJIMICHAEL PHILIPPOU ELENI 32 Eleftheriou Venizelou, 2235 Latsia 22467280
LOULLIS VIDEO EFFECTS Mobile Telephone 99626806
LUMIERE SERVICES LTD 1 Diogenous, 2404 Egkomi 22357272
PHOTO CHINA Mobile Telephone 99684057
PHOTO PETROS STUDIO 110 Nikou Pattichi, 3070 Lemesos 25733283
V. & M. VIDEO ELECTRONICS CO 4A Leonidou, 2007 Strovolos 22313088

I don't know whether any of them hire out equipment but, if they do, it will surely be PAL.
