Hello,
I have here a photo probably because the lighting problem causing the lower half of the photo appear to be blueish. Is there any way to remove the blueish shade and make the photo color more consistent ?

Hello,
there are a few ways, but probably it won't be possible to retain exactly the color-grade of the upper half. This tutorial shows how you can match color and luminosity between 2 images, but you can use it here too: https://youtu.be/gdP3YVlrMiM
I had a really quick take, using the Manual Color Correction dialog, and here is what I got: http://prntscr.com/s9i3hy
You'll have to spend a little more time though to fine tune it, probably adding curves too, as the video shows (I didn't do those, literally spent just 2 minutes, just for the Manual Color Correction dialog).

I'm not sure if my previous post helped you (or if you even had the chance to watch that video yet).
I just had another quick go with your pic, taking a different approach. I used just 1 Curves layer above the original photo, masking out manually the upper part of the photo. Removing blues, adding reds and just a tiny bit of greens (only in the highlights) gave a nice result I believe:
