Got version 2020 Ultimate (23.1.0.481) and an issue described as in the title.
Steps to reproduce:
1. put two [short - for the sake of this report] clips on the timeline (or just two chunks of one video)
2. in the edit tab of both clips set different "Pan & Zoom" settings
3. in the first clip "Color" tab set all possible options to enabled and tweak them a bit
4. on the timeline right click first clip and "Copy attributes"
5. right click the second clip and "Paste optional attributes..."
6. Uncheck all and leave only the "color" section on
Expected result: all color settings should be copied to the second clip
What happened: pan & zoom settings are coppied (just... why?) and only "auto tone" and "white balance" sub-tabs settings are copied

I copied your instructions
Pan and Zoom remained unchanged as expected
Colour corrections were not all applied, only Auto Tone and White Balance were transferred
If you select Colour Corrections and Filters then all my settings were transferred when doing Paste attributes
