How do you make a still image transparent?

How do you make a still image transparent?
I have an image on the timeline that I want to make about 50% transparent. Can someone tell me how to do that? It seems like there would be an option for that but I searched thoroughly in the options panel and can't find out how. (If there is a way). Thanks.
