Preference setting page to big
I have attached a picture to explain my issue. I can't see the bottom of the page to confirm or save any changes.

What display settings are you using, Right click on Desktop, select Display Settings and ensure that it is set to 125% or less

Change resolution to 1900 x 1080 which is your screen max resolution and change to 125%

Your profile shows you have an HP 2311 monitor, which according to its specifications has a resolution of 1900 x 1080, I also have a similar HP monitor on my desktop and have no issues with resolution

That info is from my previous computer, I just never updated the info. I wonder is this another one of Windows 10 bugs!

Preferences are generally set and then seldom changed.
Connect to an expernal monitor or TV.
Set Windows Display to two monitors.
Select the external as primary and set resolution to 1920x1080.
Make your VS preferences.
Be sure to return the display setting back to your current settings BEFORE you powr down or you may not be able to launch Windows.

RobertOZ , I have used CVS on the 2 computers I have, one is an editing computer, that I very rarely go online, but its the computer that I used this editing program on mostly, so that's why my info is what it is. Right now it's being serviced. But other previous versions of CVS I have NEVER had an issue like the one on this laptop like we are discussing. That is why I didn't mention anything about I was using a different computer, other than what my profile shows. Wasting your time? Isn't this forum here to help people? If this was a perfect world, guess what!, this would never have happened. I could even say, "O why didn't CVS state that it can't display everything on lower screen computers, it's just wasting people's precious time to even install it in the first place!"

Corel have modified the programs display to bring it into line with 4K sized monitors at least i think that was their intention, those showed fonts and sizes a little on the small size, so Corel increased the size of their UI, unfortunately that affected the smaller monitors where popup panels showed on the large size
You will also have problems using Mask Creator, Pan & Zoom which you may not be able to use, and there may be more panels suffering these size issues
There was a tweak to change the size to address 4K sizes but when I tried, (I don’t have 4K) it messed up the rest of my pc
Right click the Video Studio icon – Properties – Compatibility tab
To the bottom – Change high DPI settings
As I said this seemed to affect the rest of my pc so I simply undid my changes.
My screen is 1680 x 1050 and does show the problem but not to the extent of your image
My Preferences (F6) now fills the screen vertically, however my wifes laptop is pretty bad, Hitting the Return button does execute OK and closes the panel, at least you can set preferences
Corel are of course aware of this problem they are causing or should be.
Even so you should report this to Corel Support
