Hi
Is your disc a DVD Video Disc or a data disc?

You should be able to use Import Digital Media, right click the timelines for option
Navigate to your disc to choose the Video TS folder
The following window should allow you to select the titles, they should import to the program as Mpeg2 files
some info here……..

If your disc is a data disc you should be able to import / copy the vobs to your hard drive then rename the files to use MPG as its extension
If that works you should be able to insert the mpg's to the timelines
