Is there a way to convert a GIF to MP4 using Corel Video Studio 2019?
If so how do i do this please?

I would have thought you would just put the GIF in the VS timeline then simply go to Share and choose a specific video format -- these days that would probably be mp4. Don't get too fancy with the properties -- don't make it 4K for instance. But depending on the frame format, go for something of a not too dissimilar size in the video format. You might need to fiddle around a little with things like frame rate, but given that most GIFs are quite short in terms of time, it shouldn't take too long to find a size and frame rate which provide an acceptable video...

I have tried placing Gif files in the timeline but these do not play so no i don't think this works.

Can you make one of your GIFs available to us -- if small enough, placed here as an attachment, perhaps in a ZIP file. Or else via something like Dropbox or One Drive...

I use video to video converter. It is old, but when written was way ahead of its time. Still good today and free.

Regarding asik1's suggestion that you must have QT (Quicktime) on your computer, you might be aware that Apple -- who make QT -- a couple of years ago said they were no longer supporting QT for Windows because of some security hole in the QT player. I do not have Quicktime on my PC and have not used Quicktime in Many years. I do use the K-Lite Mega Codec pack though which has many codecs in it which probably include the codecs for Quicktime.

one of the problems is that GIF's are not videos - they are an image with several different layers which are programmed to show in sequence giving the illusion of movement
I haven't tried it in the latest versions but the last time I did Videostudio just displayed a sequence of still images - which if you use a GIF editor you can manipulate - change speed etc.
what has worked for me in the past is to run the GIF while using a live screen capture programme which then gives you a true video to do what you want with
