This problem is hitting me too. I have used PSP for about 10 years and have never had this happen, nor have I had any other major problems. I have recently moved to a new computer, running Windows 10, and installed a fresh new copy of PSP 2020 Ultimate on it. Unfortunately, every time I run PSP it refuses to close, but, even more unfortunately, it refuses to work either! That is to say it is still in storage, and active using a bit of CPU from time to time, but if I try to call it from another program (e.g. Sony Edge developer) it will not respond. So it is not working but will not close down. This state remains indefinitely, and I have to 'kill' the process from Process Explorer. As this happens every time it is absolutely unacceptable. The number of files in the current directory is immaterial: it can be 1, 10 or 100 and the same thing happens.

But what precisely do you mean by this? And what is "Process Explorer" -- something like Task Manager?

I have the same problem, here is my fix for it:
Create a .txt file and save the following lines into it:
(Make sure you choose correct version for your machine)
32 Bit:
64 Bit:
(You may need to rename:
"C:\Program Files (x86)\Corel\Corel PaintShop Pro 2020\Corel PaintShop Pro.exe"
or
"C:\Program Files\Corel\Corel PaintShop Pro 2020 (64-bit)\Corel PaintShop Pro.exe"
if you have saved psp to a different drive or are using a different version.)
Save the file and then rename it as psp.bat
(You may need to show file extension names to do this)
Additional:
If you are like me and fussy how it looks on your desktop. You can right click it and create a shortcut...
Then on the shortcut you can right click and goto properties and change the icon to the psp icon and also rename the shortcut to look like the original

As a work-round till Corel fix the issue that certainly did the trick, I tested using PSP 2020
Although I was unable to change the bat icon? Not that it worries me.

To change the icon you need to right click on the psp.bat and create a shortcut
Then you can change the icon of the shortcut so it looks like the original

I opened a ticket with Corel and the standard messages started on time:
- Windows + R - clean up the folder in "Appdata"
- Start PSP with the Shift key pressed - delete the work area
- Deleting temporary files
- disable firewall and antivirus
- reinstall PSP after cleaning
- clean Windows startup.........
Useless standard procedure, which almost never leads to concrete results.
I closed the ticket.

Corel more than likely want the process running in the background for data collecting/ad serving etc.

Nope. The issue has affected some of us - me included - since the days when PSP was a JASC product. I'm lucky in that, whatever version of PSP I've used, it only happened once in awhile, probably a dozen times a year with one JASC product but otherwise only a couple of times a year. Same Problem with background processes for two years. Currently running PaintShopPro 2019 Ultimate on Windows 10.

Well, I've been having it for 8 or 9 years or more. But knowing how to "fix" it via Task Manager at least allows me to correct the situation fairly quickly. I guess, also, that from Corel's point of view, it's a problem not felt by everyone and possibly also difficult to replicate and thus find a solution for it.

It is perhaps related to the PC running PSP. I have many versions installed on my Asus laptop and none is running more than 10 seconds in the background when leaving. In my case, Corel doesn't need to change anything. I suppose they don't have enough resources (money and people) to correct something that doesn't crash the program and that happens only on a limited percentage of users.

I am unable to replicate the problem using 2021, but can replicate using earlier versions 2020 etc.
When closing PSP sometimes I will be asked to save the image, Yes and the program closes ok

It has occurred a few times for me with PSP 2021 too (Windows 8.1), but definitely much more rarely compared to previous versions, and as usual I cannot replicate it consistently. One thing that seems to trigger it more often is trying to re-launch PSP rapidly after closing it (say within 5 secs or so)

What you can do to test how long PSP takes to shut down and close the door would be to click the Restore Down button middle top right and then drag the PSP window to make it the smallest size.
Then open up Task Manager and place it beside the PSP window as shown. The red arrow shows where PSP should appear as it is 'closing the door / links/ tidying up
Then close and observe when Corel PSP shown in the following Task Manager image disappears.
