I started with PSP 10 on Windows XP, and then every version up to 2020 from Windows Vista to Windows 7 (won't upgrade to Windows 10) and I've never had this problem- PSP shuts down immediately.
Only similar problem I had was with running some Topaz plugins that wouldn't shut down- uninstalling the plugins and reinstalling solved the problem.
I always keep Auto Preserve in Preferences turned off and Auto Save turned off.

Unfortunately, this problem has persisted since version 2018 as far as I know. In technical terms, this is known as a Memory Leak and is directly caused by bad programming. Corel seems to either be completely unware of this persistent problem or has zero desire to try to correct it. If you are new to Corel Products, I have one suggestion for you. RUN! I have used PSP for about 10 years, and in all this time I have never once seen any customer support from Corel and witnessed any demonstration on Corel's part to fix problems with their programs. They seem content to do nothing but work on new bells and whistles features that nobody is asking for, while leaving the based program in tatters. PSP has some powerful features and I know the interface is the only reason I keep using it. Plus it is cheap.
If you are not fully vested, I would go somewhere else. Corel is not a company that should EVER get any praise for caring about its products or customers.

Same here, but more, I notice it is a problem. With Paintshop running in the background, it is consuming 14% CPU time and is heating up the CPU to the point where the fan is running on high. When I end the task, the CPU settles down and the fan speed slows to normal. This is a brand new Dell laptop running Win 10. There is obviously a task within PSP that is hanging on exit. Like any other issue, you won't see Cprel working on it but they'll be glad to sell you PSP 2021 with minimal upgrades to the core software with their usual rollup service update around December. I should not have to reboot my computer because Corel doesn't know how to close a program. Like others I can end the task, but today this should not be happening, when you close the program, it should close.
We're not in the 1990s beta era anymore. Personally I'd like to see Corel drop their policy of only one or two updates per year and fix this.

Corel Paintshop Pro 2020 hangs and won't restart
Every time I close Paintshop Pro 2020 (Ultimate) it hangs and does not restart even if wait for hours before restarting. Sometimes there is PSP 2020 in the Task Manager background processes, but usually not. If it is there, stopping the process helps, but if it is not, the only way to restart it is to restart the computer.
I have a Windows 10 and nVidia GeForce display driver, both updated to the latest version. I experienced same type of problems when running the program on Windows 7, but I thought that I would get rid of them when updating to a new computer with Win 10. The problem, however got worse, and is now very annoying. I have tried to remove all Manage functionalities from the settings, as I do not need them and read somewhere that problem may be caused by PSP indexing all the photos on my computer. As said, for me, that is totally unnecessary. PSP reports that i is up-to-date. I have also tried uninstall an reinstall the program but in vain.
Any advice? As said, the question is not that I can't restart PSP quickly after closing it down, but I can't restart it all, even after waiting for many hours without rebooting the computer.

Hello kaapro57 and welcome to the forum.
PSP has a habit of continuing to run in the background even after exiting the program. Check your task manager and end task. It's an extra step but you should be able to launch PSP afterwards.

As to your answer about killing the program from the task manager, I have used it, but generally it does not work, because about 95 percent of the cases I can't find PSP process there, at least with the name "Corel Paintshop Pro..." (as it in those very rare cases is when it appears there). I have tried to skim through the processes but have not figured out any other process that might be related to PSP to kill. Another nasty side effect is that folder from where I opened and to which I saved the photo file remains locked after I close PSP and I am not able to remove or rename it until I reboot the computer. I usually create a temporary folder to work in. I have a program called Unlocker which usually works in this kind of situations, but now it can't find the process that is locking the directory.

I have just checked the folder issue and indeed is locked as the folder or file is open in another program, Interesting why PSP should hold those folders.

I think it might be a Windows issue. I have had situations where I wanted to either move or delete a folder and it was locked. I too have used Unlocker (handy utility) and it will tell you which program is holding on to the folder and at times it's Outlook.

It is very strange for me it depends on edits I perform on image, then when I close I am prompted to save the image, choose to close without saving and the program hangs.

Two Pc's running Win10 and PSP2020 latest version.
Same thing happens on both machines, shut it down, realize you want to make another adjustment and the PSP refuses to restart. Have to restart the computer to re-set it.
Why does it seem that nobody at all from Corel reads this forum. Have they no interest at all in making their product work properly.
Go back to PSP X8 and it's perfect, fast to start and everything works as it should. Corel are so pushy on their adverts but have no interest at all anymore in giving us products that work like they used to.
Oh, and did I say, It must be the slowest program in the world to start.

At least that should avoid rebooting the PC.
Most of us here are volunteers and do not work for Corel, it is possible that nobody from Corel will read your post.
I would urge you to contact Corel Support, if all do that then they will know how wide spread the problem is.

The more the times you tried to start it, the more background processes got accumulated in there. So, launching it once should be enough. If it does not start, go to the Task Manager, kill it manually, and launch it again. This will spare you restarting WIndows. Sadly, AFAIK this bug lives at least since version X7 (though it is much more rare with X7).
That said, I am not sure why so many people complain about slow starting times. I just timed PSP too (lata made me curious) and it took it just 5 seconds to show the splash screen, and 3 more to show the complete workspace (8 secs in total).

We can't blame Corel for this one. I have been using PSP since Jasc's v.4. I can testify that, at least starting with Jasc's version 8 I have had this problem happen intermittently. I'm obviously more lucky than most because it only happens maybe a few times a year, and I use it almost every day. Also, I rarely start PSP within a minute or so of having closed it, which tends to cause the issue to happen more frequently. And last, my present OS is Windows 8.1, although of course I had the intermittent issue with much older OS's when I was using Jasc's v.8 and 9. But I don't use Windows 10 and won't be doing so until I get dragged kicking and screaming into it if MS decides to find some way to stop 8.1 from working altogether. I'm not a masochist.

Well, Joe, I am using Win 10 and PSP 2018. Win 10 is not appreciably different from Win 8.1.
It takes about 17 seconds from when I click on the icon in the bottom bar to open in Edit mode. PSPx6 takes about 12 seconds from when I click on the folder icon. PSPx4 takes about the same. PSP7, OTOH, seems to start instantaneously. I hope this helps you track down when the slower load times started.

Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.
