Ok
Try this
Place your clip in the timeline, change the project properties to 16:9
Click the clip to select it.
Select the ‘Attribute Tab’ top left.
Tick distort clip.
Right click the preview screen.
Select ‘Fit to Screen’
Will stretch the frame
Then select ’keep aspect ratio’
Will return to normal aspect by trimming top and bottom.
I don’t know what the final quality will be, I have not had to use this method.

Sebastian,
I have been doing what I think you are asking to do. It does take some time, but I like the results.
I have a camera that only shoots in 4:3, so I capture all of the video I want, in 4:3. Then I create a new project with 16:9 as the aspect ratio. If you place your 4:3 video in there you will get it centered with black bars on the left and right. I place the clip I want on the overlay track, and place a black color on the video track and stretch it to the length of the clip. Then right click the and select "fit to screen", then right click and select "keep aspect ratio". That will place it full screen on the preview window, cropping off the top and bottom. You can adjust where the clip is centered, up and down, adjusting what you want to see. Then I create a new video clip at 16:9. This gives you a new file at 16:9. It keeps your aspect ratio so that you don't add pounds to your subjects on the screen by making them wider. You do lose the top and bottom, or actually just what you choose. Since I am shooting High School Band concerts, it is perfect for me.
I have created a complete DVD just using the overlay track, but you can't do transitions on that track, so when I want a full DVD, I do what I described above to "recreate" the clips. Then I can place them back in with full transitions and a 16:9 menu. I can tell you I have been thrilled by how mine have turned out.
Hope that is what you are looking for and it helps.
