What I did for that, assuming I'm remembering correctly as this was posted 10 years ago. I used a stock photo of a torn piece of paper. Selected the outside and used that selection to mask out my image. Then used a blend mode (I want to say color) to make the photo look like it was actually on the paper and not floating above it. finally I used the burn brush over the edges to create areas of varying darkness for the burns. and of course a whole lot of other stuff, but the torn and burnt edges I used those steps.
Other options include just making jagged selections around the edges and deleting them or using a brushhead on the eraser tool. Or using masking with selections and the regular paintbrush to create the initial jagged edges. Then, using drop-shadow, for depth, and again the burn tool to burn the edges.

- Removing the white with the Background Eraser Tool (could be done with The Magic Wand)
- My Transparency is set to pure red for better viewing
