In older versions (PSP 6 and 8, maybe others), there was a keyboard combination that would bring up a text box that was either blank (for new edits) or contained existing text that could be edited. If I recall right, this text box was above any layers below it. You could work on the text without having to hide the underlying layers to see what you were working on.
Is this functionality in 2020? If not, is there a way of creating it?

hold SHIFT while clicking the mouse button to start a new text object and the dialog should pop-up.
