However, if you are still using Windows 7 as you say in your Profile, then I'm afraid that for some stupid reason, Corel have dropped support for Dolby audio for Windows 7 users. With Windows 10 users, they still support it but only dual channel stereo rather than 5.1...
All I can suggest is that you use a video converter program and produce a video with similar video properties but using, say, AAC audio or standard LPCM audio... Or else move to a video editing program which still supports Dolby...

I have apparently the exact camera you are using - a Panasonic HC-770M full HD unit. So, I ran a few tests:
1. the camera is set for a record mode of mp4 (other choice is AVCHD) (camera menu settings).
2. imported a single clip taken by that camera (actually, it was new at the time and this is one of the very first clips I recorded with it in 2016) into VS2019. Played it - sound was fine. The screenshot of VS with the clip in the timeline and the clip properties is: and for the curious, this is the peace park at Hiroshima about 100m from the detonation point of the atom bomb that levelled the city.
Note the audio format of the clip.
The project image you displayed shows dolby audio. As Ken says, dolby support has been removed from VS2019 by Corel for windows 7.
Sidebar: However in my problems upgrading to windows 10, reported elsewhere in this forum, I was able to confirm (we had suspected it) that the dolby codec is part of the Video studio download package, so an install under win10 will deliver it.
As the camera is not recording audio using dolby, the only way you could be using dolby in your project is by specifying it as part of the project properties. And you can change that.
3. next, the project properties extant when the clip played, another screenshot: .
Note that since the clip is HD, it needs a smart proxy file to play correctly: if an HD clip doesn't have a proxy file, the video is jerky and the audio is variable from OK to absent. Creating a proxy file can be automatic if you have configured the preferences/performance tab correctly, or you can do manually (select the clip, rt-click, choose create smart proxy file from the list). Depending on the size of the clip, this can take several minutes, but when it's over a small keyboard-like icon will appear in the thumbnail of the clip in the timeline. Shown in the this screenshot circled in red.
This screenshot shows the project properties are 1920x1080, with the normal MPEG AAC audio codec for mp4. And you get that setting by choosing Settings/Project properties and find the project format list box near the top of the pane. A drop down arrow will show a number of formats - Mobile covers the normal range of HD resolutions (?? do not know why it's called 'mobile'). Select mobile for the project format and Ok.
Try this for a new project and then load your clip, play, report results.
