depends on if you just want to start a new image or if you want to copy all layers into an existing image.
Shift + D will create a new duplicate image with all layers intact.
Otherwise, select all layers and put them into a group. Copy the group to your new image.

1) Click bottom most layer
2) hold CTRL + Click on each top-level layer in order
3) Click the "Group" button or go to Layers -> New Layer Group
4) Select the new toplevel group layer
5) Copy
6) Create new image or open an image
7) Paste as new layer
If you don't want a single group of all the layers simply right-click on the layer group and select "Ungroup layers"
