Updating the smart proxy file manager?

I've just - for the 3rd time - tried upgrading to windows 10, and this time it looks like it's not broken anything I did not already know about.
And altho I've gotten 2019 to work, the smart proxy system needs tweaking. To be specific,
- in win7, the smart proxy folder has large number of proxy files in it: sample screenshot, many more there

- but after upgrading to win10, re-installing VS2019 and configuring smart proxy to use the same proxy folder, the smart proxy file manager says there are no proxy files: screenshot of file manager panel

How can I tweak the re-installed 2019 smart proxy file manager to recognise existing proxy files?
