Cannot See Icons Clearly on Edit Work Space

Don't know what I did but lost all my work space info when I start PSP. I reset and chose black background which I had before but I cannot see the icons clearly enough. I changed it to light gray and it is worse. Why should it be that the view is so poor? Am stymied over this. The tools seem to be different than before and I cannot figure out how to set it up. I use this program very often but had it set perfectly for me, It is PSP 2018 - any suggestions would be greatly appreciated.

Also - when I right click on the work space and Customize - Options - the icons are in color which is perfect but when I log out, the icon colors disappear and they are almost illegible.
