I noticed that there was already a thread about this issue but I think it deserves another thread.

The problem is that the lighten/darken brush doesn't work in strokes. It just lightens or darkens the area under the brush cursor at the moment of releasing the mouse button, just leaving lightened and darkened 'dots'. The other tool brushes work fine it only occurs with the lighten/darken brush. I have this problem since I got Paint Shop Pro 2020 in October 2019. Currently Build 16000004 with Windows 10 version 1909. I used the resets, I uninstalled/reinstalled, updated to Ultimate, used different install locations, deleted any trace of Corel products on my PC before reinstalling. The problem persists! Since this brush is not an obscure tool and I don't see a lot of complaints about this issue, is it reasonable to assume that this issue only affects a small group of users? I am not looking for workarounds. Does anyone know the solution to this problem?

It works correctly for PSP 2019 and earlier. Seems to be a bug that has slipped through in PSP 2020. Needs reporting if others can duplicate.

I guess we'll just have to wait.
It would have been nice if Corel had acknowledged this flaw and had stated that they are working on a solution. We are not dealing with some complex intermittent hard to reproduce error here.
But who am I kidding? We are dealing with Corel.
