I have updated this to make it more clear.
I've used PSP for eons. It's pretty much all I know. I haven't made custom lines since PSP 7, I believe. I can't remember how to do it, but I did design a vector, using the pen tool that I want as a custom line STYLE (on the tool ribbon when using the pen tool). It's a line I created and I just want to know how to make it show up in the line styles. I don't want to have to create it again.
Question 1: How do I convert the vector into a line? From what I can tell, you can't, but surely you must be able to!
Question 2: How do I create custom end caps (found when creating a new line)?
I have searched the forum, and I read the help pdf and can find no answers on importing/exporting a vector as a line.

The vector stroke is already a line you don't need to convert it. When you have a vector selected take the pen tool and on the tool options palette you will see the different line options. Choose one and the vector stroke will update to match the line.
Likewise, that same line selection area will let you create a custom line. The end caps are limited to a set number of end caps.

I'm sorry but I think I didn't make myself clear, that or maybe I do not understand what you mean. I have a line that I have designed using the pen tool. If you select the pen tool, on the tool ribbon at the top, you see the Line Style and you click the dropdown box there and you select a style. I want the line I created to be saved as a line style.
I see that I failed to word this correctly when I posted. Hopefully someone can still answer this.

In that case, you can't.
Line Styles are defined in the Line Style Editor. You can apply a line style to a vector. You cannot convert another vector into a LIne style. Line Styles are Made up of Segments, and endcaps. The Endcaps are a predefined list, you cannot create your own. The segments determine if the line is solid or broken up into sections.
To get to the LIne Style editor click on the Line Style drop down, you will see a button that says "Custom" this will open the editor.
At the top you can see the Caps section, here you define the Start and End caps of the main line, and if you wish to have different caps for each line segment you can enable "Different segment caps" checkbox to let you select the start and end segment caps. Again, this is a predefined list of 15 possible end cap shapes.
Below that is the Style section. Here you add segments. Clicking the ADd button will create the first segment length. It'll be represented by an arrow tab pointing up and colored green. This is the "End" of the first segment. If you hit "Add" again a new arrow tab (pointing down and colored red) will appear indicating the starting position of the next segment and so on. A preview of the line will appear at the bottom of the dialog. You can save this as a new line style or save over an existing line style.
To start editing an existing line style, first select the line style in the drop down, then select the "Custom" button. This will help you to see how each line style is made.
