Ctrl+A hotkey for "Select All" NOT recognized (occupied)

When I load an image into PSP X2 on Win7 and hit Ctrl+A as hotkey for "Select All" then nothing is selected.
This happens only on one certain notebook. On other computers this works successfully.

If I click on "Selections--->Select all" menu then it works.

All other hotkeys work as well.

So it seems to me that only previous the Ctrl+A assignment by PSP is somehow later overwritten (or disabled?) by another, unknown program.

How do I find out which programs occupies currently Ctrl+A?

Can I somehow (e.g. in Registry) re-new/re-assign the PSP hotkey Ctrl+A?

I don't want to re-install whole PSP

No need to reinstall or hack the registry. Right-click on the workspace and select Customize from the context menu. Go to keyboard tab and choose Selections from the Category drop down box. Find Select All and it will tell you which, if any, shortcut key is assigned. You can then click in the "Press New Shortcut Key" box, add Ctrl+A and it will tell you where it is currently assigned. Next go to the location where Ctrl+A is currently assigned, remove it and then go back and add it to Selections, Select All.

Hope that helps and wasn't too confusing.

Interesting. I remember ctrl-a from the old days. On PSP7 through PSPx9 it worked as I remembered. On PSP 2018 it does not, even when I assign ctrl-a to Select All. Luckily, I no longer need that function. But it seem to be gone.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

I no longer have PSP2018 installed but I don't remember an issue with Ctrl+A. I just tested it on PSP2019 and PSP2020 and it works as expected.

Control A works for me on PSP X2 and 2018, and as the OP said it works on some computers and "This happens only on one certain notebook.".
So perhaps there is something on that notebook that has hijacked that shortcut combination.
Can the OP see anything happen outside PSP when using Control A - for example open up a folder containing some files with windows Explorer and check if Control A selects all those files.
In a notepad document, does Control A select all the text.

Very interesting. PSPx9 ctrl-a selects the same file as PSP 2018 does not. Win 10 Build 18363.535, which is not the same as either of your two Win10 builds. I wonder if a silent upgrade from MS is at the bottom of it? For example, my network did not, now does, then did not, now does see a wireless printer, which the router has always seen, even when the printer could not see the network. It's all too confusing.
