As the title says, neither the select tool or the fill / bucket tool seem to be registering any content on my layer. I have drawn an object using solid black lines with the default settings on the soft watercolour brush in Painter 2019. This very file was working perfectly normally - draw a closed shape, use the fill tool to fill a closed section with colour. Suddenly, after creating a new layer just as I had before (ctrl+shift+N and accept default layer settings) and then drawing solid outlines for an object using the above parameters (had already done exactly this on a prior layer BTW), it refused to either fill a part of the object (just fills the entire layer as if ignoring the object, but the lines still remain). I tested the select tool (wand) to see if I could choose the empty enclosed portion ad fill it and even the select tool refuses to acknowledge the lines - merely selecting the entire layer. No layer settings have changed as far as I can tell with either the Layer menu or Right Click.
Did I hit a hotkey by mistake? Does anyone have any advice or idea of what I may have done wrong?
This is super frustrating so any advice is appreciated. My deadlines will thank you.

I think you have to make a selection first. When I tried with a new image, I made pools with a Pen tool and a Shapes tool. On both of those, PSP told me it was converting my image to raster. Then I was able to do a flood fill. However, when I made a shape with the Paintbrush tool, trying to Flood fill flooded the entire image. But then I selected the inside with the Magic Wand tool:
