This ertror occurs when I double click on an image file which is set to open PSP.
IT has only recently started to happen and only happens the first time I double click on the file - the second time I do there is no error and PSP starts up correctly and displays the image. HOWEVER saying that it just happened on the second time I double clicked BUT I had started to enter this this thread and did some 'work' while leaving the error displayed and when I then double clicked on the file I got the same error but on the third attempt (not doing anything such as decsribed above) PSP started up and displayex the image. Very annoying.
I am still running W7 64 bit on this PC and did not happens for years until just recently.

It could be some updates you might have installed recently. Microsoft's updates are normally released every month on second Tuesday of the month sometimes called on Patch Tuesday.

Also, you might have noticed that the recent update also displays big Microsoft splash on the screen telling/reminding people that Windows 7 support will end on 20th January 2020. I am told they are so aggressive that it takes a minute to close it. I am on Windows 10 for sometime so I don't know what is going on on Windows 7 and Windows 8.1 these days.

My (gaming) PC runs W10 and I have a free W10 upgrade application for this PC so maybe I should 'bite the bullet' and upgrade especially since I am now fairly familiar with W10. I was just trying to hold out from the process of upgrading. Strangely M/S are still updating W7 (just 3 days ago on this PC) even though they officially stop that in 4 weeks.

From my perspective, no issues with Windows 8.1 other than the few little glitches it has always had and which I'm used to. As long as MS doesn't disable it then I'm happy to see more and more people going with Windows 10. The fewer users there are of 8.1 then the less likely that hackers are going to waste time with us 8.1 users and will concentrate their efforts on those of you using the most prevalent operating system. :-) Not that hackers are the only problem WIN 10 users have, given the glitches that MS seems to introduce with their various constant and pushed updates!

I loved my W7-64 compared to the W10-64 I now use. I shouldn't complain, though. I "upgraded" (I think of it as a downgrade) from W7 to W10 for free. The only problem has been that the network sometimes does for weeks not see the wirelessly-connected printer (it does see the wired printer)(the router sees both printers, even when the network does not). Right now we're going through a good phase where I can see the wireless printer on the net. No worries, though: even when the wireless printer cannot see the net it can scan to media and print from media, which can be a flash drive, so sneaker net still works.

You can see from my sig all the versions of PSP I can use on my W10 system, so I'd say go ahead and bite that bullet. Who knows? It might solve your clicky problem.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.
