I am using PSP 2019 Ultimate. I am also new to photo editing so any/all advice is greatly appreciated.
Is it possible to retain a colour in a layer? For instance;
I have an image I am editing with several layers.
Layer 1 is red
layer 2 is scarlet
layer 3 is blue
...
layer 11 is yellow.
If I am currently in layer 11 and my materials colour is yellow, I realise I need to quickly go back and retouch layer 2 (scarlet) before continuing with layer 11.
If I select layer 2 the materials colour is still yellow so I have to find the colour I used on layer 2, make the adjustment, go back to layer 11 and find the colour I was working on in that layer.
Is there a way for a layer to default to the colour that was last used on it?
If not, how do others go back and retouch a previous layer, is there a quick and easy work around?

You cannot assign a material per layer. You can assign different colors per tool. That's about it.
There are two options I can think of:
1) custom palette. The materials palette let's you create a custom color swatches palette. So if you know you need certain colors for your image you can put them all in there and just quickly go back and forth.
2) With the paint brush if you hold the Ctrl key down it will temporarily turn into an eye dropper. So all you need is to have the color you need somewhere on the image.
Put them on a dedicated color layer with sampling set to "all layers" or put each color somewhere on the layer you are editing to quickly select the color you want
