The only thing that's truly different between PSP and PS in this tutorial is how we do the anaglyph effect. We don't have a channels layer effect that we can use so we have to fake it. We do this by creating two versions of the image on separate layers, one that has only the red channel, and the other that has only the blue channel (there are several ways to do this but my instructions will use the Channel Mixer) then we set the top layer to a blend mode of Difference and offset the two layers. It's pretty easy.
I've included a video and written instructions here. The Video does it slightly differently than the instructions to show two methods. The video is far more non-destructive. But that doesn't really matter unless you want to play with the colors you're using.

1) Open Deer image
2) Duplicate Deer Layer, hide background layer
3) Run Effects -> Photo Effects -> B&W Film
4) Duplicate B&W layer
Here we have some leeway to use either groups and adjustment layers for non-destructive editing or just using the channel mixer adjustment. To keep the instructions simple I've used just the regular channel mixer adjustment here, but in the video above I've used groups. The overall result is the same and it only this one area that's different.
5) On the bottom B&W layer run Adjust -> Color -> Channel Mixer
A) Use the following settings
Monochrome - deselected
Output Channel Red - Red 100%
Output Channel Green - Green 0%
Output Channel Blue - Blue 0%
The result is a monochrome red image
6) On the bottom B&W layer run Adjust -> Color -> Channel Mixer
A) Use the following settings
Monochrome - deselected
Output Channel Red - Red 0%
Output Channel Green - Green 100%
Output Channel Blue - Blue 100%
The result is a monochrome cyan image.
7) Set the blend mode of the top layer to "Difference". The colors should now look like your B&W image.
8 ) Grab the top layer with the pick tool and move it either to the right or the left. You will now have the Anaglyph effect.
9) Add the Scanline image to the top (in the video I just dragged it in from Explorer)
10) Set Scanline image blend mode to Overlay
11) Depending on your version of PSP you will have an option called "Merge Visible To New Layer" If you don't have this option instead go to Edit -> Copy Special -> Copy Merged and Paste as New Layer
12) Now with this new layer created, grab the selection tool, start making rectangular selections and moving them. Make sure the selection tool is set to Replace mode as it makes things a lot easier.
