At 5 min 11 seconds he selects using a star shape, then using the Pick tool moves the selection.
I've tried this loads of times and when I use the Pick tool to move my selection it doesn't initially move the selection (It doesn't seem to do much at all; maybe selects the selection). If I click on then selection, which then creates another layer, then I can move the selection.
Have I got this right? Am I asking a question I've answered for myself?

Yes you have that right. What's happening is you're creating a promoted selection or a copy/cut-out of your current selection on its own layer. The reason it looks like it's doing nothing at the beginning is that it's first promoting the selection to its own layer. PSP doesn't do this in one fluid motion. When you first click a selection with the pick tool it does the promotion, then after the new layer is created you can move the new layer with the pick tool. What I've gotten used to doing is simply clicking once in the selection first, this promotes the selection, then trying to drag it rather than trying to drag it first thing.
The presenter doesn't make this as obvious as he should in the video. When he draws out the star he says "make it a cut-out, remember this makes a copy" meaning he's referring back to something he's already shown in the video. Unfortunately, he clearly isn't working off of a script and he never describes it as a "cut-out" prior to this point. He's referring back to 4;32 in the timeline when he uses the pick tool to create a promoted selection on a different layer and then moves that selection around.

Thank you for the quick and full response. It's pretty much what I thought, but you've confirmed it. No criticism of the presenter was intended. It's amazing how one tiny thing, that's "obvious" can throw a newbie. I used to teach Excel and other Microsoft apps to advanced level and it's a nice reminder of how frustrating it can be to people when they just can't get it, even though they're following the instructions.
I'm loving the selecting options - going through them slowly and carefully, as they seem absolutely essential skills to me. After that: Bezier curves (sounds like a support band from the 1970s !) ;o)
